Mayor Among Springs Leaders Testifying Over Panhandling Ban

Colorado Springs Mayor Steve Bach is testifying Thursday over a controversial city ordinance.

Last month, the city of Colorado Springs passed a ban on panhandling downtown. City Council voted 8-1 in favor of the ordinance. The ban took effect the first week of December.

Now, the ACLU is suing the city, saying that the no solicitation ordinance is unconstitutional.

Under the ban, anyone caught panhandling in downtown Colorado Springs will first receive a verbal warning. The next offense is a written warning, followed by fines and possible jail time.

Other city leaders, including the police chief, have also been called to testify at Thursday's hearing. The hearing is in Denver, but the mayor's office tells 11 News Bach will be testifying by phone.
