Federal Fraud Charges Filed Against COS Man
A Colorado Springs man is charged with using stolen information to make fake IDs and file false claims with the IRS.

A federal grand jury has indicted a Colorado Springs man for allegedly using stolen business records to steal identities and file false claims with the IRS.

Randall V. Heath, 51, is currently being held in New Mexico on state fraud charges. According to the U.S. Attorney’s Office, he will be transported back to Colorado by the U.S. Marshals Service to appear in a federal court in Denver.

The U.S. Attorney’s Office says Heath is accused of scheming to defraud the U.S. Treasury and the IRS. In August of 2010, he allegedly stole records of personal information of clients from College Consultant Group, Inc. after the business had closed.

Those records were allegedly used for crimes including the production of counterfeit driver’s licenses and counterfeit government photo identifications.

Heath also allegedly used the stolen personal information to file false claims, or cause false claims to be filed, with the IRS. Those false filings included tax forms, including 1040s and W-2s, in the names of various victims.

As a result of this scheme, the U.S. Attorney says he received between $7,000 and $23,000 for each of the false claims.

Heath is charged with identity theft, making false claims, fraud, and mail theft.
