Police have identified the driver who fatally crashed into a drainage culvert.
He was identified as 77-year-old Carl Adams.
A passerby tried desperately to help save Adams, who was submerged after his vehicle crashed into a drainage culvert on May 22.
Adams went off the right side of the road on East Las Vegas Street and hit a pillar under Highway 24 before the pickup truck rolled onto the passenger side in a drainage culvert, according to State Patrol.
Police say Adams, who was reportedly not wearing a seat belt, was submerged in water on the passenger side of the vehicle.
A passerby and an El Paso County deputy quickly pulled the victim from the vehicle, but were unable to revive him.
The cause of the accident is under investigation.
