A FLASH FLOOD WATCH will go into effect at NOON and last through MIDNIGHT from most of Southern Colorado. Scattered afternoon and evening thunderstorms will be more than capable of producing very heavy rain once again. Burn scars and areas that saw heavy rain yesterday will be under the greatest risk for flash flooding. The 11 Breaking Weather Team will be tracking this threat all day for you.
A tiny number of bars, cafes and private clubs are catering to the new stoner class in Washington and Colorado since voters last fall made them the first states to legalize marijuana for adults over 21.
Both states prohibit the public use of marijuana, and most bars are steering clear of allowing pot use at least until officials come up with rules for the new weed industry.
But a few have been testing the boundaries in hopes of drumming up business and making a political statement.
So the establishments are trying various strategies to allow on-site consumption. Some are forming private clubs, while others are getting around a smoking ban by letting patrons use vaporized pot.
Regulators are watching as they write the rules to govern the industry. In Colorado Tuesday, a state audit reviewing the Medical Marijuana Enforcement Division found that regulations governing medical marijuana are badly enforced and in need of a dramatic overhaul. Read more here.
The Medical Marijuana Enforcement Division is being closely watched because the agency is likely to oversee recreation pot sales, too.
