Congress ordered the study into the school's faculty system
earlier this year.
The report says midshipmen and cadets on exchange from the
nation's other service academies found the school near Colorado
Springs now has the best climate for women.
But the study also found there's still too much conflict between
the commandant and the dean of faculty. The commandant oversees military training while the dean is in charge of academic instruction.
The study says those functions should be more integrated.
