Insurance Woes

Not everyone is happy about the state's new auto insurance laws despite a decrease in insurance rates.

The Colorado Health Institute says the new tort-insurance system creates burdens on the medical system and hurts financially unstable patients.

They say the medical community often has to foot the bill if drivers don't have enough money to pay for emergency care and rehab after an accident.

The tort system replaced the no-fault system 13 months ago.
