The Superintendent of the Air Force Academy, Lieutenant General John Rosa, says better precautions should have been taken to prevent cheating.
Six freshman cadets have resigned from the Academy and another 64 face harsh penalties after officials discovered many may have cheated on an Internet exam.
Rosa tells the Academy's advisory board it was easy for cadets to cheat because there was only one version of the exam.
