The state legislature heads into its final week of sessions but there's a huge challenge for lawmakers: the state's financial crisis.
Lawmakers will have to find ways to balance the books and avoid sharp cuts in higher education, Medicaid, and other programs.
But TABOR and Amendment 23 are standing in their way. The Taxpayer's Bill of Rights limits the amount of money the state can raise and spend while Amendment 23 requires increased spending on public education.
A solution must be reached before the session ends Wednesday night or Gov. Owens may have to call a special session.
