Iraq War Funding Bill
President to veto war funding bill today.
It was four years ago today that President Bush delivered his so called "Mission Accomplished" speech.

It was four years ago today that President Bush delivered his so called "Mission Accomplished" speech.

He never actually used that phrase but he did use the speech to declare an end to major combat in Iraq. Now on that anniversary a move to end combat in Iraq will be coming from Congress.

Tuesday Democrats deliver a bill to the White House that sets a timetable for U.S. troop withdrawal from Iraq.

Congress' rebuke of the administration's war policy comes four years to the day that the President declared an end to major combat operations.

"In the battle of Iraq, the United States and our allies have prevailed," President Bush stated during his speech in May of 2003.

Earlier this year the President asked Congress for 94 billion dollars to fund the wars in Iraq and Afghanistan. He also committed some 30-thousand additional American forces for stepped-up security operations in Baghdad.

The bill Congress approved provides the money if U.S. troops start coming home October 1st of this year.

Monday President Bush repeated what he intends to do with the legislation.

"I have made my position very clear -- the Congress chose to ignore it, and so I'll veto the bill."

Bush will use his veto pen either later today or tomorrow before a White House meeting with congressional leaders.

"I look forward to working with members of both parties to get a bill that doesn't set artificial timetables and doesn't micromanage, and gets the money to our troops."

President Bush said he's willing to talk with Democrats who understand the troops need the money as soon as possible.

Both sides have met at the White House before, and it is unclear how they'll find compromise this time but there may be some common ground on so-called benchmarks for Iraqi government.
