Stormwater Enterprise Fee Debate

A storm is brewing over a ballot imitative many Colorado Springs voted on under the assumption that it would eliminate the Stormwater Enterprise fee over the next eight years.
Now, some city leaders say Measure 300 has nothing to with the Stormwater Enterprise fee because that enterprise doesn't make any direct payments to the city.
It uses the money collected to pay for its own projects around town.
"The city will probably continue doing business with the Stormwater Enterprise because it wasn't specifically mentioned in the measure and there are no payments coming from the enterprise to the city," said Jan Martin with the Colorado Springs City Council.
This could turn into a court battle over the language of the ballot.
Anti-tax crusader Douglas Bruce says if the city doesn't get rid of the Stormwater Enterprise fee, he'll take it to court.
"They better not dare mess with the election results. I accepted defeat last time. They need to accept their defeat and the people's victory this time," said Douglas Bruce.
Mayor Lionel Rivera says city council plans to meet with the City Attorney on Monday to decide if the Stormwater Enterprise fee falls under measure 300.
For now, council member Jan Martin says Measure 300 impacts a payment the city receives annual from the Utilities Department. She tells 11 News utilities pays the city about $27 million instead of paying regular taxes. The city will no longer be allowed to accept that money since voters passed Measure 300.

OK, now that we are aware of this scam, let's think about a bigger one: A global tax on your "carbon footprint." People are waking up. Research the Copenhagen Treaty. You have a computer. use it.

Okay, so if they aren't part of the City, then how is it they just decided to do work and bill people without prior knowledge, permission, subscription, agreement or consent of the people now being billed and threatened if they don't pay?
