The plan now goes to the full Senate. The plan was suggested by Gov. Owens and Senate President John Andrews and is among several proposals legislators may ask voters to consider in November.

Opponents of the committee's plan say it would give the state just two years of relief from budget problems. The Legislature is looking at modifying two conflicting constitutional amendments, one that mandates a certain level of school funding and another that limits government spending and revenue.
