Education Proposal

Teachers are set to vote today on a plan tying pay to students'
success, including scores on statewide skills tests.

Teachers could also earn more money for meeting annual goals and
for teaching in poor neighborhoods.

An affirmative vote by members of teachers' union would switch
the pay system from one that bases increases on longevity and level
of education.

The school district and union would ask voters in 2005 to
approve a 25-million-dollar tax increase to pay for the salary
increases.
