(Hahns Peak-AP) -- The special session of the Legislature has ended with no clear answer on how to address the state's water problem.
Policy makers have been debating whether the state should find better ways to move and use the water already available, or build more dams.
This past week legislators rejected a plan to provide ten billion dollars through bonds to build more dams.
Governor Owens says he regrets that nothing was passed during the special session to allow Colorado to keep more of its water.
Opponents of dams say other solutions for saving water include encouraging conservation, enlarging current reservoirs, improving wastewater treatment, imposing growth restrictions and encouraging people to move to places where there is enough water.
