The study shows the state lost about 76,000 jobs between 2002 and 2003. The annual unemployment rate doubled from 2.8 percent in 1999 to nearly 5.7 percent now.

The national unemployment rates are higher but haven't increased so dramatically.

Gov. Owens agrees the state is in a financial slump but won't call it a "crisis."
