Death Penalty
(Denver-AP) -- Legislators revising the state's death penalty
narrowed the list of bills to one, advancing a proposal to
require a unanimous jury vote to impose capital punishment.
Lawmakers meeting in special session also killed a measure to
ask voters whether to allow up to $10 (B) billion dollars in bonding
for water-storage projects.
The Senate today gave initial approval to House Bill 1005, which contains the unanimous-jury system backed by Gov. Bill
Owens and Attorney General Ken Salazar.
It would replace the current system in which three-judge panels
determine sentences for convicted killers.
The measure is designed to conform with a U.S. Supreme Court
ruling last month that only juries can determine whether
aggravating factors in a capital case warrant the death penalty.
