President Bush says the administration has "no evidence'' that Saddam Hussein was involved with the Sept. 11 attacks.

He says the Iraqi dictator had "ties'' to the al-Qaida network, but not the attacks on New York and Washington.

The president's remarks came during a White House meeting on energy policy, and dispute a view held by many Americans. Seventy-percent in a recent survey said Saddam was "probably'' behind 9-11.

Bush was echoing the words of his defense secretary and national security chief, who have denied trying to blame the attacks on Saddam as a justification for the Iraq war.

However, Vice President Cheney said it's "not surprising'' so many Americans think there's a link. In a TV appearance, he said Iraq was part of the terrorists' "geographic base.''
