Legislators say the state doesn't have the money to keep
accepting new people into the program. They say it's better to cap
enrollment than to have to kick people out of the program later on.
The state gets two dollars in federal funds for every dollar it
gives to the program -- Child Health Plan Plus. The program is for
children whose families earn too much money to qualify for Medicaid
but can't afford insurance.
