Gov. Bill Owens says the state's new auto insurance program will go through some growing pains before consumers see significant savings.
And he says lawmakers will likely do some fine-tuning to the plan as well as make other changes next year.
The state's new auto insurance system went into effect just after midnight Tuesday morning. It means that when current policies are renewed, the insurance company of the driver who's responsible for an accident will have to pay all medical bills. The previous system had each driver's insurance company pay some of the medical bills.
Owens says it's likely to bring savings and improve competition. But he says there will be a transition period, and consumers will have to make some careful choices.
