Colorado voters will decide this November whether to let the state borrow two billion dollars for water-storage projects.

Governor Owens signed a bill into law today to put the measure on the ballot.

Western Slope opponents say the revenue bonding plan will allow Front Range residents to grab water for cities, and will cost taxpayers another two billion dollars in interest.

The bill is one of several lawmakers passed in response to last year's severe drought.
