Snow is expected to develop for our Monday afternoon and overnight hours. Bands of heavier snow are possible..and something we will be monitoring throughout the day today. A Winter Storm Watch has been issued for far northern El Paso County where ~4" are possible by Tuesday morning. The Manitou Springs town council is considering an ordinance that could cost the residents of the up to $1,000 for stagnant water. The council says its part of their plant cut down on the spread of the West Nile Virus.
Mosquitoes breed in standing water. And Manitou Springs has three creeks that occasionally dry up and create standing water. Town leaders feel that drastic measure need to be taken to reduce the mosquito population.
So now, instead of sitting by and letting the mosquitoes multiply, the city may in act a law to keep stagnant water away. Mayor Marcy Morrison says "The ordinance is to catch people's attention to their properties."
City Council members say they'll start handing out pamphlets in neighborhoods to increase awareness. And if the new ordinance passes, homeowners would first be warned about problems on their property before being fine anywhere from $50 to $1,000.
But many residents say they're more concerned with standing water around the city. Mark Maxey said "This creek runs through my home and I have standing water, and you can see the mosquitoes around it, something should be done about this too."
Manitou City Council says it will make a formal decision on the stagnant water ordinance sometime next month.
