Pueblo Spending Limits

A Pueblo group representing several nonprofit agencies is working on a measure to exempt the city and county from spending limits.

The Taxpayers Bill of Rights, or TABOR amendment, limits taxing and spending by state and local governments to an amount proportionate to inflation and population growth.

It also requires governments to refund surplus revenues to taxpayers.

Colorado voters approved TABOR in 1992.

The Healthy Pueblo Communities task force is drafting a ballot measure that would allow the city and county to spend excess revenues.

The group has become more concerned about declining funding for human services and the arts since the 2001 terrorist attacks.
