But Pueblo officials and antigrowth groups are opposing the 900
million dollar project.

Colorado Springs has the right to the water and has proposed
taking it from just below the Pueblo Reservoir Dam.

Pueblo wants the water taken out below the city itself to
preserve flows through town.

The project would deliver enough water to serve up to
900-thousand people by the year 2040. It also includes two new
reservoirs in El Paso County and several pump stations.

Construction could begin in 2005 and be completed by 2007.
