Colorado will spend a half-million dollars to study a plan to pipe unused Colorado River water across the Continental Divide.
Governor Owens signed a bill yesterday authorizing the study.
Opponents said the study of the Big Straw proposal was a waste of money on a project that would be too expensive anyway.
Cost estimates range from five- to 15-(b) billion dollars.
Supporters say the study is necessary to find a use for water that the state is entitled to but doesn't have the storage capacity to keep.
The bill was one of 16 Owens signed into law.
