National Guard soldiers and reservists are overwhelming Fort Carson because resident troops have not deployed.

U-S Senator Byron Dorgan of North Dakota says soldiers at Fort
Carson for training don't have enough bathrooms and sleep in
buildings where the heat sometimes fails at night.

Dorgan has complained of deplorable conditions to the Army's top
uniformed officer. Some 675 members of North Dakota's 142nd
Engineer Combat Battalion are at Fort Carson preparing to deploy.

Fort Carson officials say the post received two-thousand more
Guard and Reserve soldiers than expected.

Active-duty soldiers at Fort Carson have not shipped out as
quickly as expected partly because of Turkey's refusal to admit U-S
troops.
