Salazar says he arrived at his decision after "a careful review" of Alito's record, and that Alito's philosophy would give the president too much power.
Salazar says confirming Alito might weaken constitutional checks and balances, and roll back civil rights protections. He called Alito a judge who'd move the court "outside the mainstream of American law."
Salazar is a first-term senator considered a moderate Democrat.
He previously voted to confirm John Roberts as chief justice.
