A plan to build a private prison isn't setting well with some Colorado Springs city leaders.

That's because they didn't know about it.

The State Department of Corrections wants to allow a private company to build the 500 bed pre-parole facility, near the county jail on South Las Vegas Boulevard.

The company, Community Education Centers, built a private halfway house in the same area in 1998.

At that time, the land was under county jurisdiction.

But in 2000, Colorado Springs annexed the land to provide utility services to the halfway house.

City leaders say, no one has ever talked to them about building a private prison.

They say the want to talk to the company.

They also say, the prison would be subject to a full development review, including public hearings, before they gave the OK for it to be built.
