The Colorado Public Utilities Commission has rejected a request by telephone companies to add a one-dollar-47-cent monthly fee to local phone bills.
Commissioners ruled the new fee would have violated the residential rate cap in the state's telecommunications law.
A joint application for the fee was filed in October by AT&T, WorldCom, Sprint, Qwest and the Colorado Telecommunications Association on behalf of 27 local independent phone companies.
The companies wanted to lower per-minute access charges paid by long-distance companies and offset the lost revenue with the new fee to customers.
