The governor's Blue Ribbon Panel on Higher Education today supported a plan to overhau the state's college funding system by creating education savings accounts attached to individual students.

Some have compared the idea to vouchers -- although the Colorado
Commission on Higher Education has shied away from that
description.

The panel unanimously recommended the plan -- which will be sent
to Governor Owens and the Legislature. The panel recommended the
plan for Colorado residents at state public institutions.

It would allow community colleges to lower tuition rates by 25
percent while allowing the University of Colorado and Colorado
³State University the flexibility to boost tuition.
