Colorado Springs police say they won't disclose the results of an investigation into how a dispatcher handled a call from a woman killed by her husband after he threatened her.

Thirty-four-year-old Colleen Dwyer had called police to say her husband told her to get "ready to take a bullet" two days before he shot her on March 19.

Officer Dedra Phillips took the report but did not think the threat warranted the arrest of 39-year-old Russell Dwyer, an Iraq war veteran.

Lt. Skip Arms says police will review the actions of Phillips and her supervisor but won't disclose the outcome of the investigation or whether either is disciplined. He says state law mandates the investigation remain confidential.

Why does the CSPD get blamed for everything? If they don't intervene, they get accused of just handing out traffic tickets, etc. etc. (What is up with all the traffic ticket comments anyhow? Maybe if people drove per the posted rules, it wouldn't be an issue.) Then if they do act on something, they get blamed for that too if the outcome isn't as expected.

the cspd has become lax on thsi sort of thing. a month or so ago my neighbor had a drug fueled psychotic episode and tried to break my door in, the cops did NOTHING!! the cspd just doesn't seem to care if you live south of Fillmore

The police were too busy arresting a couple non-violent, peaceful, respectable and responsible people who had a small amount of marijuana in their possession to be able to go after a dangerous man with severe emotional problems that were brought on by the illegal war he was forced to serve in.

Okay lets assume that CSPD did make an arrested for the "get ready for the bullet" comment. The suspect has the right to bond once the judge sets bail. Sure a restraining order would be issued, but a piece of paper is not a brick wall....or in this case, a bullet proof vest.

Beth, yeah your right they can't help everyone, but it should have been taken more seriously. What could this woman have done when she was told to get ready to take a bullet? She tried fixing it. They seem to take speeding more seriously than someone getting threatened to be shot. Theres constant news about speeding tickets and what not, this could have been prevented.

Why does the investigation and outcome have to be confidential. If a private citizen were arrested those records would be public information. How do citizens know if an investigation truly will take place. What accountability is there?

I think it's funny that no matter what happens with the CSPD you people complain about traffic tickets. Go talk with the people at the CSPD and see just how spread thin they are. Go on a ride along and see what they really go through. Learn a bit about what's actually going on before you spout off your uneducated nonsense. You won't approve higher taxes in order to get more officers but then you all whine and complain when they can't treat every case with the same ferver. You people need to get lives. Stop lurking around blogs dropping comments trying to make yourselves feel better about your own shortcomings by railing on others. Maybe actually get out and help someone instead of constantly complaining how others aren't helping people enough.

YOU GO HAL!!!! Totally agree with you. Lets all recall the new cheif they brought in from out of state. He is doing a lousy job. The cops are to busy..doing what?? i live in a residential area, where speed limit is supposed to be 25, well guess what, cars are driving in excess of 50 and not one cop around. I guess we need to have kids hit and killed first.

It seems to be a recurring pattern; and I believe I write at least once a week about Law Enforement personnel who either think they are God, have a bad day and issue a disorderly conduct ticket, or have such bad judgement it results in someone's life. We are getting to the point we will need to overthrow this government and start from scratch; we don't have to take this anymore.

The dispatcher on duty as well as the police should have jumped to help the lady when she called. It sounds like the Colorado Springs Police Department should have been more concerned with the situation than worrying about what kind of doughnuts they want to eat. Colorado Springs Police here lately has stunk when it comes to dealing with public here lately. Come on Lt Skip Arms and police chief wake up and smell the coffee not the doughnuts

Yes, Cinnamon you are absolutely correct. Here is another perfect Barney Fife example. Our bonehead and politically correct law enforcement agency strikes again. The only thing that seems to get a patrol car to roll in this town is a moving violation. They are at the top of the priority list because they generate cold cash for our ailing City budget. Once again, crime takes a back seat to the City's cash cow. Is there anyone at CSPD with good ol' common sense?

It really makes you wonder what the police are thinking when they don't make an attempt to assist someone who has been threatened in this way. Come on CSPD don't you have any feelings or is this all in a days work? You see one you've seen them all. What will it take for you guys to take your jobs seriously. Since this threat wasn't taken seriously, what threat would be? This is such a sad story and definitely makes the CSPD look bad.

I had the unfortunate opportunity to deal with the CSPD a year ago when my estranged husband was stalking & harassing me & our daughters. My oldest daughter saw him out her bedroom window parked in the alley behind our house, as did I, and the officer that responded to my call for help had the audacity to call my daughter a liar!!! Well, guess what? One week later, the husband was charged with harassment & physical assault against me. If only our boys in blue would have listened the first time around, so many injuries & deaths could be avoided!!!

This is typical of the entire judicial system. The guilty remain free the innocent persecuted or dead. The law enforcement is more concerned about handing out speeding tickets instead of protecting citizens from lunatics that are a real threat. Bravo police people...you've made your quota for speeders while someone lies dead that asked for your help. Commend yourself!
