Governor Owens and his advisers are setting up a conservative think tank to study limited government, lower taxes, the environment and strong families. Owens is using his inauguration dinner and ball as a fund-raiser for the new organization called -- The Center for the New American Century. He is hoping to raise at least 500-thousand dollars. Owens will serve as chairman of the nonprofit organization's board. The other two members are Owens' chief of staff Roy Palmer and Alan Philp -- former executive director of the Colorado Republican Party. Philp will serve as the center's paid executive director.
