When Democrats took over the state Senate and House this year, some insiders thought Republican Governor Bill Owens would lose control of the legislative agenda.
But that wasn't the case.
Owens vetoed 43 bills, setting a record for the most vetoes by any governor in recent history -- and he's not apologizing.
He was aggressive when negotiating with Democratic leadership and, when he didn't like a bill, he used the veto and reassert himself as the top boss at the Capitol.
But he didn't always get his way.
The final proposal to fix the state's budget crisis contained some key Democratic ideas that Owens originally dismissed until Democrats took control during the November elections.
It was the first time in about four decades that Democrats held majorities in both chambers.
