The large number of provisional ballots cast last week surprised elections officials. And they say it may be a sign that thousands of qualified voters were turned away in years past.
Until this year, voters who believed they were qualified but whose names were not on registration lists would apply for emergency registration on Election Day.
Only a few hundred were willing to stand in line at the county clerk's office, then return to the polls to vote.
Under the new law, those voters filled out a provisional ballot this year and turned in to be verified and counted.
The ballots, which number nearly 6,500 in Arapahoe, Jefferson and Adams counties, could help decide the winner in the 7th Congressional District.
