National Park Service Memo

The National Park Service said it will clarify language in a memo to employees that drew criticism from a watchdog group.

The group Public Employees for Environmental Responsibility said the memo was unconstitutional and illegal because it requires Park Service workers to obtain approval before speaking out about their jobs.

But Rick Frost, a spokesman for the Intermountain Region of the Park Service, says the Sept. 16 memo was meant to remind employees not to use government time or equipment for their private endeavors.

Frost said there is no muzzling of free speech, and he said he would soon clarify the intent of the memo.
