Same-sex partners of city employees in Colorado Springs may get health benefits under a new budget proposal. City Manager Lorne Kramer says he has added more than 58,000 dollars for the benefits to the 2003 budget proposal. The provision would apply only to non-married partners of the same sex because heterosexual partners can declare themselves common law and be covered by city insurance. To receive benefits, an employee and his or her partner would have to sign an affidavit showing they are interdependent. Several council members said yesterday they are unlikely to back the plan, especially with nearly one (m) million dollars in budget cuts looming.
