A job evaluation for former Qwest Communications chief Joe Nacchio gave him strong marks for inspiring a performance-driven culture at the Denver company but said he needed to work on fostering legal and ethical conduct.
The evaluation by Qwest directors was released Wednesday by the House Energy and Commerce Committee and also instructed Nacchio to deal with accounting credibility issues more effectively.
Nacchio testified Tuesday before the committee, which is investigating whether swaps of network capacity between Qwest and Global Crossing helped artificially boost revenues.
Nacchio quit as CEO in June and his evaluation was from Sept. 2001.
