President Bush has told the United Nations that action against Iraq will be “unavoidable'' if Saddam Hussein doesn't start complying with U-N resolutions.

Bush cautioned the UN against becoming “irrelevant.''

In Baghdad, Iraq's state-run TV is calling Bush's speech “prattle.'' At the U-N, Iraq's ambassador says the speech lacked credibility and was motivated by Bush's political ambition and desire for revenge.

Other diplomats are more receptive.

The head of the Arab League says Bush made a convincing argument that the UN must implement Security Council resolutions on Iraq.

But the foreign minister of Qatar notes that the question is how to do that.
