LEAP is a federally funded program administered by the Colorado Department of Human Services and is designed to assist with your winter heating costs. The LEAP Program eligibility period runs from November 1st through April 30th.

Lifeline a program of the Colorado Department of Human Services which pays a portion of a monthly phone bill for eligible individuals. You may be eligible for a discount from your local telephone company on your basic phone service if your existing telephone company participates in the program and if you currently are active in one or more of the following state programs:

* Old Age Pension benefits (OAP)
* Aid to the Needy Disabled (AND)
* Aid to the Blind (AB)
* Supplemental Security Income (SSI)
* Colorado Works/Temporary Assistance to Needy Families (TANF)
* Low-income Energy Assistance Program (LEAP)
